Then try the Server without any addons, skins and other exstra first.
Then remove/delete your Server and install/download it again(Reinstall). So i alltime recommend: The best thing you could do is to make a backup of the files on your Server as: skins, addons, mods and if you have more like that. I have discovered it's something with a steam.dll file or something like that cant remember what name the file had, but if you don't have that file it also fuck something else up i cant find out what is. These fails/errors happens really often for people.
